The Association for the Rights of Industrial Accident Victims on Wednesday said it was concerned about two similar traffic incidents involving street sweepers that happened within a week.
The association urged government departments and employers to review equipment for cleaners, such as equipping them with safety vests that have flashing lights to make them more visible.
A 74-year-old cleaner is in serious condition in hospital after being struck by a car at Lek Yuen Estate in Sha Tin on Wednesday morning.
The vehicle, bearing a trade licence plate, reportedly hit the man, who was pushing a trolley, while making a right turn in a car park near Kwai Wo House.
Last Wednesday, a 57-year-old cleaner was killed by a lorry in Yau Ma Tei while also pushing a trolley.
