The Transport Department said starting next Monday, an electronic ticketing system will replace on-site paper ticket distribution for non-local drivers applying for Hong Kong driving licences.
There have been long queues outside the department’s Admiralty office, fuelling claims that agents were abusing the current queuing system.
The department said the change aims to further streamline the application process, handle growing demand, and ensure fair and orderly access to services for those in need.
It added that there will be no on-site ticket distribution on Thursday and Friday, and from Monday applicants will use an online service to obtain a ticket.
The system will operate from 7am and offers 300 e-tickets each working day.
Each ticket covers one applicant who must enter his or her personal information, including name, the first four characters of their ID document and a mobile phone number.
Successful applicants will receive a text message and must submit documents at the department’s office counter at the stated time.
In a statement, a department spokesman said applications are rigorously vetted. Applicants must provide sufficient and genuine documents and fully meet legal eligibility to be approved.
The department said it will monitor demand and adjust the daily ticket quota if needed.
