Chief Executive John Lee said on Tuesday that around 90 percent of homeowners at Wang Fuk Court have taken part in a government survey on their long-term housing arrangements following the fire at the estate last year.

Lee said officials have been working at full speed to analyse the views, as they carefully consider a variety of options and make improvements to them, such as reviewing housing projects.

The idea, he said, is to make public all options and provide more information.

The CE stressed that the matter is complicated and different households have different needs and ideas, and so the government has to balance the views from all sides and take practical issues into account.

Lee said these include the suitable use of public resources, transitional arrangements as well as legal and property ownership responsibilities and issues.

In terms of the possibility of holding people accountable for the blaze, the chief executive said it would only be fair to take action after the completion of investigations by law enforcement and an independent committee chaired by judge David Lok.

"I will pursue accountability in accordance with the actual circumstances or the basis of the facts and evidence as established by these investigations," Lee said before this week's Executive Council meeting.

Lee went on to say that the government will handle the matter in accordance with the principles of empathy, reason and law.
