DAB lawmaker Brave Chan on Wednesday called on the SAR government to meet top international enterprises with a view to persuading them to invest in the Northern Metropolis.
The administration has been working on designated laws for the project that simplify statutory procedures so as to speed up its development.
Chan, who is also a local delegate to the National People's Congress, said it is important to tailor-make the laws so that the firms inject capital and bring in their technology and talent.
"When more of them come to Hong Kong, it would form a cluster and bring collective benefits," he said on RTHK's In The Chamber programme.
"This would push ahead our development at breakneck speed.
"Especially for the first batch of firms, we have to make personal visits to plead our case, or even take the initiative to make overtures."
The lawmaker said that amid rising global competition, there is a need to speed up development of the Northern Metropolis to boost Hong Kong's innovation and technology sector.
As a make-shift measure, Chan proposed the government consider lending buildings in urban areas to universities to allow international scholars to arrive in Hong Kong before the project's university town is ready.
