'White paper key to One Country, Two Systems'

A white paper on Hong Kong's role in safeguarding national security has "far-reaching significance" on the implementation of the One Country, Two Systems principle, Beijing officials overseeing the city's affairs said on Tuesday.

The five-chapter white paper, issued by the State Council, reiterates that the central government bears fundamental responsibility for national security matters concerning Hong Kong and that the SAR has to fulfil its constitutional duty.

In a statement, the Hong Kong and Macao Affairs Office said the 17-page document had taken a comprehensive look at the city's work in safeguarding national security while explaining in depth the central government's position on the matter.

The paper attaches far-reaching significance to efforts in firmly and unswervingly implementing the One Country, Two Systems principle, further safeguarding national security, and ensuring high-quality development under its governing policy, it said.

For its part, the liaison office in Hong Kong said the paper allowed for a deeper understanding of the circumstances and tasks at hand when it came to safeguarding national security.

It called the white paper a "new starting point" for Hong Kong to advance further in national security work.

The Office for Safeguarding National Security vowed to continue supporting Hong Kong fully in implementing the National Security Law, adding that measures that have been put in place to safeguard national security form a vital part of the bedrock for the sustained practice of One Country, Two Systems.
