Security minister Chris Tang said the police have in place a special rehabilitation programme for young suspects arrested but not charged over the 2019 protests.
"For these young people, police have been running a special project in the past year or two," Tang told an RTHK programme.
"Officers have contacted these youngsters under the legal framework and provide them with rehabilitation opportunities by taking part in some positive activities."
Tang said he couldn't provide too much details about the programme due to operational reasons.
The secretary for security also said he had been in touch with some of those jailed, and that they had shown remorse for their actions.
He said most of them have been released from prison, and some have managed to return to school or found a job.
Tang added that Hong Kong is one of the safest cities in the world, with an expanding CCTV network helping with crime prevention and detection.
He said while there are plans to increase the number of surveillance cameras to more than 60,000 in the coming years, the number of cameras per kilometre square is still relatively low compared with other places.
