Written warning for Judy Chan over careless driving

New People's Party lawmaker Judy Chan on Wednesday was slapped with a written warning by the Legislative Council over her careless driving conviction this year.

Legco's Supervisory Committee said it made the decision after the council received a public complaint regarding her conduct.

Chan was driving the wrong way down Jaffe Road in Wan Chai in January, and the incident was caught on camera.

In a report, the Legco committee said its members unanimously decided that she acted inappropriately, but at the same time they didn't consider her misconduct to be serious.

"While this act of hers was imprudent and reckless, it did not involve serious misconduct such as a breach of personal integrity or abuse of power or dereliction of duty," it said.

The committee also noted that the authorities didn't charge her for dangerous driving, and that Chan pleaded guilty for what was her first offence.

It also accepted that she was remorseful and only made a poor decision for what it called a one-off convenience.

The report also said Chan had been sincere in repeatedly apologising both publicly and to the committee, and that she would accept any punishment given to her.

"[Chan] has swiftly taken a series of remedial actions, striving to minimise the negative impact of the incident on the reputation of Legco," it said.

The committee also warned her to be mindful of her conduct and that she has to always ensure that she meets public expectations.
