The Agriculture, Fisheries and Conservation Department on Tuesday arrested the owner of an unleashed, 60kg dog that allegedly attacked and killed two small canines in the space of 20 minutes in Yuen Long on the preceding day.
The department said it had warned the owner and impounded the dog in question last month following a separate biting incident.
It added that investigation is ongoing and charges will be brought for both cases if evidence is sufficient.
The dog that launched the attacks is currently being kept under observation at the department's animal management centre.
Meanwhile, the Society for the Prevention of Cruelty to Animals urged owners of dogs that weigh over 20kg to keep their pets on a leash no longer than two metres when in public.
Narelle Pamuk, founder of the Sai Kung Stray Friends Foundation, also urged dog owners to act more responsibly, saying dogs should stay on a leash at all times in public places.
She said people should not really try to jump into a dog fight – and there is not much they can do in emergencies.
“Try and grab something that's nearby, like if there's a chair or some kind of pot plant or ideally the best is a hose. If there is a hose, you can spray on them, that usually separates them. There is another way of pulling the dog's tail. If you pull the dog's tail, it does make them release,” she said.
“I don't think it's advisable for people to try and get in the middle of a dog fight. They really should just try and get whatever they can nearby and throw it at them to distract their attention in their frenzy.
“It's something that shouldn't happen. If they're responsible dog owners, these things shouldn't happen and particularly in public areas.”
