The City University of Hong Kong on Friday said that all students involved in the orientation camp incident, as well as the organisers, have been penalised after an investigation.

The Student Discipline Panel was set up to probe the incident during which a viral video purportedly showed a topless male carrying a female wearing only a bra on the upper part of her body.

In a statement, the institution said all students have also admitted their mistakes, and formally apologised to the university.

“The Students’ Union affiliate society acknowledged serious mismanagement, immediately dissolved its executive committee, and issued an apology to the community,” it said in a statement.

"The students concerned also admitted misconduct and apologised to the university."

The institution said further details will not be disclosed to protect student privacy as the panel has completed the investigation and imposed disciplinary penalties.

It said it fully understands the concerns of parents and the wider community, and reiterated that the university has zero tolerance for misconduct.

“The university hopes that through this incident, the students involved will recognise that breaching university rules and causing disruption to the public and participants carries responsibility and serious disciplinary consequences.”

It also expressed the hope that society will allow the students to make amends, learn and grow from the experience while shouldering the responsibilities for their actions.

The City University said that its Student Development Services will provide workshops on student activity management for organisers of similar events.

A dedicated hotline has been established to offer mental health support and assistance for those in need, it added.
