The Hong Kong and Macau Work Office of the CPC Central Committee and the Hong Kong and Macao Affairs Office of the State Council on Wednesday expressed deep sorrow over the death of Tung Chee-hwa, while extending heartfelt sympathy to his family.
Sending their condolences to Tung's wife, Betty, the office described the SAR's first Chief Executive as an outstanding contributor to "one country, two systems", a renowned patriot, and a close friend of the Communist Party of China.
They praised his lifelong love for the country and Hong Kong, as well as his broad vision and firm stance that contributed to the city's smooth and stable return to the motherland.
The condolence message added that Tung's time in office marked the pioneering stage in which the theoretical concept of "one country, two systems" was put into practice.
"He united the SAR government and society in a spirit of solidarity and perseverance, calmly tackled a series of complex political, economic and social challenges, while steadfastly safeguarding the nation's sovereignty, security and development interests and maintaining overall stability in Hong Kong," the message read.
Even after stepping down as Chief Executive, Tung continued to prioritise the fundamental interests of the nation and Hong Kong, dutifully serving as vice‑chairman of the Chinese People's Political Consultative Conference National Committee, the offices noted.
"Tung Chee-hwa's life is one defined by patriotism, hard work and dedication," the message added, saying he set a shining example for the world and will forever be respected and missed.
Lau Siu-kai, a consultant to the Chinese Association of Hong Kong and Macao Studies, described Tung as someone who was "very kind and upright", while possessing a strategic mindset that is lacking in many politicians in Hong Kong.
The former head of the government's central policy unit praised Tung's introduction of the accountability system as "visionary", especially when the government did not have sufficient recognition or experience at the time.
Lau disclosed that Tung established a think tank and foundation in the later years after feeling the need to address issues in society such as an adverse political climate, infighting and sluggish economic diversification.
