Chief Executive John Lee started delivering the Policy Address on Wednesday, as he stressed the need to implement "One Country, Two Systems" fully and faithfully and safeguard national security, development interests and sovereignty.
Immediately after announcing the city's first five-year plan at the Legislative Council, Lee began his Policy Address, noting that safeguarding national security is a continuous effort.
"Pursuing development does not mean we can neglect national security. We will continue to improve and enhance these mechanisms for safeguarding national security," he said.
He said the government will expand the National Security Exhibition Gallery and step up efforts to promote awareness of national security.
He also said the administration will stick to the executive‑led governance model, driving and coordinating efforts to maintain social stability and improve people's well-being.
The CE has said he hopes unveiling the five-year plan and Policy Address together will help the public understand how the two documents complement each other and how the government will turn them into practical measures in 2026.
