The High Court sentenced a former assistant care home warden on Wednesday to 13 years behind bars for raping a mentally incapacitated resident five times in 2024.
The court had earlier found Chung Pui-kei, who was 38 years old at the time of the offences, guilty of five counts of rape between July and August of that year at the Tai Po care home operated by Hong Chi Association.
Speaking after the sentencing, police said they welcomed the court’s decision and that the punishment would have a deterrent effect.
Chief inspector Tam Ching-shan noted that the victim, who is mildly mentally handicapped and was 21 years old at the time, required much more support in the the investigation and prosecution process.
“She needed much more support and assistance than ordinary people to overcome communication barriers as well as her dependence on the perpetrator to make it through over two years of police investigations and cumbersome court proceedings,” she said.
Tam expressed hope that the victim and her family can start anew.
She added that the most appalling aspect of the case was that the rapist took advantage of his position as a caregiver to abuse the victim's trust and sexually harass her.
