The Communist Party of China (CPC) on Sunday made public a resolution following this week's annual plenary session in Beijing.
The document titled "The Resolution of the Central Committee of the Communist Party of China on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance", was released by Xinhua News Agency.
In an explanation of the resolution also published by Xinhua, President Xi Jinping explained that Party building is crucial for the future of the CPC.
Xi acknowledged that the makeup of the Party has changed.
"Over the years, our Party membership is undergoing structural changes, with a steady increase in the proportion of members and officials born after the launch of reform and opening up in 1978. This has raised new requirements for education and management," he said.
"The vast majority of Party members are exemplary, yet there remain a number of problems and hidden dangers that threaten to undermine the Party’s advanced nature, weaken its integrity, and jeopardise its long-term governance.
"In particular, the problems of defects in thinking, organisation, and conduct have yet to be solved root and branch, while some new problems continue to emerge," he explained.
The resolution itself called for stricter monitoring of officials.
"Starting with high-ranking officials, we will tighten all-around management and regular oversight of officials, imposing strict requirements throughout their career and across the whole process of their education, management, and oversight to avoid over-emphasising selection to the neglect of management," it said.
"The system requiring leading officials to report personal information will be refined.
"Those with family property and spending far exceeding their normal incomes will be examined, and relevant verifications will be carried out. Regular management will be tightened for the commercial and entrepreneurial activities of leading officials’ spouses, children, and their children’s spouses. Dedicated efforts will be intensified to address nepotism," it wrote.
Xi in the explanation also said that the nation’s success hinges on the CPC, "especially on the Party’s efforts to exercise full and rigorous self-governance".
"In the face of complicated international and domestic landscapes and the challenging tasks of advancing reform, promoting development, and ensuring stability, it is essential, in our efforts to ensure steady and sustained progress in Chinese modernisation," Xi said.
The fifth plenum, which ended on Thursday, comes ahead of a major Party congress next year, where Xi is expected to oversee a leadership reshuffle.
