The Transport Department on Tuesday said that the parking meter system had broken down, with emergency repairs under way.
The department said it received a report from the operator at about 8.20am that the system had malfunctioned.
It said it instructed the operator to carry out the necessary repairs as soon as possible to minimise the impact on motorists, and to conduct a thorough investigation into the cause of the incident and submit a report.
Motorists with enquiries can call the service hotline at 2332 3700.
Later, Secretary for Transport and Logistics Mable Chan said several parking metres had returned to normal following the repairs.
She added that no parking tickets would be issued until the system was fully restored.
"The Transport Department immediately contacted the police. While the system is being repaired, police will not carry out enforcement on roadside parking spots. People can be sure of that," Chan said.
"I want to reiterate that we attach huge importance to this incident and the system malfunction. I have instructed the Transport Department to require the system operator, HKT, to submit a report as soon as possible. I hope an initial report can be submitted within the next 24 hours."
