The Observatory has issued the Black Rainstorm Warning for the second time on Tuesday, as Hong Kong continued to be lashed by heavy rain. Authorities had already dealt with multiple cases of flooding, and warned of more to come. Raymond Yu has details:

Beijing has issued a red rainstorm alert, the highest in China's four-tier system, as the capital braced itself for downpours. Most parts of the city were expected to be drenched with over 100 millimetres of rain, and some areas were even predicted to get more than 200 millimetres. Frank Yung has that story.
Chikungunya unlikely to become endemic: govt  Listenfacebook
Health authorities have stepped up screening efforts at border checkpoints in the fight against chikungunya fever. Apart from temperature checks for inbound travellers, airlines and the travel industry have been provided with the latest disease information. The government insists the chance of chikungunya fever becoming endemic in Hong Kong is extremely low, even though more imported cases are likely. The SAR recorded its first imported case last week, a 12-year-old boy who recently returned from Foshan in Guangdong province. There are vaccines for the disease, but as Janice Lo reports, they are relatively new.
Govt probes incorrect SAR flag at rope skipping competition  Listenfacebook
The Hong Kong Rope Skipping Association, China says it has strictly followed the guidelines governing the SAR regional flag and the national anthem. That followed reports suggesting the SAR regional flag shown at the medal ceremonies of the World Jump Rope Championships in Japan differed from the official design. Frank Yung has more.
National security suspects slapped with restrictions  Listenfacebook
New financial restrictions in accordance with the Safeguarding National Security Ordinance have been imposed on 16 national security suspects who were placed on a wanted list last month. Twelve of them will also have their SAR passports cancelled. Azam Khan has the details.
Taxi fleet to boost service efficiency with AI dispatch system  Listenfacebook
Researchers say a new dispatch system that uses artificial intelligence benefits passengers and drivers. The Smart Dispatch Decision System, which has been in use since early July, was jointly developed by the Faculty of Engineering at the University of Hong Kong and taxi fleet operator SynCab. The director of the university's Smart Mobility Lab, Professor Ke Jintao, told Natasha Ho about the system's advantages:

The Hong Kong official in charge of the National Games' coordinating office says it is waiting for the mainland to decide which athletes will be sent to compete in the events that will be staged in the SAR. As Janice Lo reports, this will enable the office to fine tune the competition schedule.
Students don't fully understand vocational education: lawmaker  Listenfacebook
The government is being urged to do more to promote vocational education among youngsters. The Federation of Hong Kong and Kowloon Labour Unions, along with several other organisations, earlier polled more than 200 secondary students. About a third of them were unaware of the city's vocational professional education and training programme, or VPET. More than half of the respondents also felt vocational education was meant for those who perform poorly in class. Lawmaker Lam Chun-sing says it's important for young people to believe vocational education can provide a good career path - and acknowledge the value of applied learning. He spoke to Lauren Kee.

Russia downplays US nuclear subs ahead of US peace deadline  Listenfacebook
Russia says that everyone should be "very careful" about nuclear rhetoric. That's in response to a statement by US President Donald Trump saying that he'd ordered a repositioning of US nuclear submarines. In its first public reaction, the Kremlin has played down the significance of the move, saying it's not looking to get into a public argument with Trump, who's set a Friday deadline for the Kremlin to reach a peace deal with Ukraine. But with the US president's promises, threats and cajoling having failed to shift the Kremlin's position so far, that ultimatum could yet pass without consequence. Jamie Clarke reports:
Famine looming in western Sudan as civil war rages on  Listenfacebook
Hunger is mounting and the death toll is rising in the Sudanese army's last holdout in the western Darfur region. Hundreds of thousands of people are running out of food and coming under constant artillery and drone barrages, while those who flee risk cholera and violent attacks. Many people have resorted to eating hay or ambaz, a type of animal feed made out of peanut shells. One advocacy group says even ambaz is now running out – as Jamie Clarke reports:
Paris newspaper vendor to receive top national honour  Listenfacebook
One of France's most prestigious honours is about to be bestowed on a 73-year-old newspaper seller. For the last 50 years, the man has criss-crossed Paris' Latin Quarter, selling dailies on the terraces of the capital's cafes. He'll receive his medal in September. Jamie Clarke with the story:
