They say more than 2,000 people are waiting for a transplant and many patients die before an organ becomes available. Transport consultant, Alok Jain, says a plan to import mainland minibus drivers to address a labour shortage could work as long as there are “guardrails” in place. Jain, managing director of Trans-Consult Asia, said the wages and working conditions here would be attractive to workers on the mainland. He said there should be third-party certification to ensure the workers were properly licensed and trained, not just in driving but in customer service. He also told Janice Wong that more could be done to encourage women to join the driving workforce:

Former health secretary Sophia Chan says it is not ideal for the government to allow e-cigarettes to be re-exported via Hong Kong. She also says more needs to be done to stop young people from smoking. Last year, authorities banned all alternative smoking products from the city, including the transshipment of tobacco through Hong Kong. But now they want exemptions for re-exports, to support the logistics sector. Violet Wong reports:
