New People's Party lawmaker Regina Ip on Wednesday said that the budget has failed to address macroeconomic problems and take steps to close the wealth gap between the rich and poor in Hong Kong.

She said the budget will fail to stimulate Hong Kong's long-term economic growth and also fails to deal with the problem of inequality.

"Because Hong Kong not only faces the problem of poverty, but also the extremely unequal distribution of wealth. So it is disappointing that there are no redistributive measures proposed in this budget," the Executive Council member said.

Ip said she welcomes the HK$10,000 handout announced in the budget, but said this should not be limited to permanent residents.

She said it should be given to all needy people, even if they are only new arrivals.

"I don't think we should differentiate between permanent residents and non-permanent residents. But we could differentiate between those are in Hong Kong for settlement and those who are here under special labour schemes," said the pro-Beijing party leader.

Ip added that she's willing to give up her salary as an executive councillor if the CE announces such a move to save public money during this difficult time.
