Financial Secretary Paul Chan has appealed to Hong Kong people to spend the HK$10,000 handout, announced in his budget, in the local economy.

Speaking on RTHK's special budget phone-in programme, he admitted there was no guarantee that recipients would use the money locally.

But he believed cash, rather than spending vouchers, could better meet the needs of different people.

Some callers complained that permanent ID cardholders who don't live in Hong Kong can also get the money – and spend it wherever they like.

One caller, Mimi, suggested those claiming the handout should also provide proof of residency. But Chan said this would delay the whole process.

Chan expressed confidence that funding for the cash handout would be passed by Legco so the money could be distributed by the end of summer. He said the government could give priority to the needy.

Several callers complained about government efforts to ban the import, manufacture and sale of alternative smoking aids, such as e-cigarettes and heat-not-burn products.

Lawmakers are still scrutinising the Smoking Amendment Bill and Chan said authorities had been receiving feedback over the past few months, which would be taken into consideration.
