Authorities say a provisional civil service academy will be completed within this year, and it will be tasked with strengthening government workers' knowledge of national affairs as well as the SAR’s constitutional order.
In a report submitted to the Legislative Council on Tuesday, the Civil Service Bureau said construction of the new academy is underway at a site in Kwun Tong, and the facility is scheduled for completion in late 2026.
In the interim, the bureau said it will repurpose three floors of the North Point Government Offices to serve as a provisional academy.
It said it aims to train up all new civil servants to make sure they have a correct understanding of the territory's constitutional order, including the relationship between the country’s constitution and the Basic Law, as well as the new national security law.
The bureau said it hopes to provide training for around 10,000 civil servants each year.
