The Legislative Council on Friday passed a motion of thanks for Chief Executive John Lee’s latest Policy Address.

In a statement, Lee thanked lawmakers for expressing their views on a wide range of issues over the three-day debate, saying their opinions are conducive to strengthening governance.

"The government will analyse and study these views to ensure more effective implementation of relevant measures and to further benefit the public,” he said.

"My team and I will continue to maintain rational and constructive interaction, as well as close communication and collaboration with the Legco.”

Some of the views being put forward during the debate included calls to cap the number of imported workers being brought into the SAR.

Several lawmakers, including Lam Chun-sing from the Federation of Hong Kong and Kowloon Labour Unions, were concerned about locals being sacked after firms brought in outside workers.

"How many officials are there in the Labour Department to monitor each and every labour import application, to see if the employer is really interested in employing locals first and has attended an actual job fair here," Lam questioned.

"If we brought in an import cap for jobs with high unemployment rates, it would be easier to assess and control the impact of imports on local workers because you would have frozen the situation."

Federation of Trade Unions legislators, meanwhile, called for more inspections to ensure employers comply with the hiring rules.

On housing, the DAB urged the government to seriously consider reviving a scheme for public housing tenants to buy the flat that they live in.

Party lawmaker Frankie Ngan said bringing back the Tenants Purchase Scheme – which was shelved two decades ago – would enhance upward mobility for public housing tenants.

"Not only would the scheme allow grassroot residents to settle in their neighborhood, it could also improve and sort out the housing ladder, and help tenants with upward mobility," he said.

"The scheme could also become a stable source of income for our public coffers."
