Arrest warrants have been issued for two people accused of publishing online posts urging people not to vote in the upcoming Legco elections.
The ICAC said in a statement that an investigation found that Keung Ka-wai and Tong Wai-hung, who had left Hong Kong, published posts inciting others not to cast any votes in the polls during the "election period" between October 24 and December 7.
They each face two counts "of engaging in illegal conduct to incite another person not to vote by activity in public during election period".
Three others were arrested and charged by the anti-graft body for allegedly reposting those posts.
Meanwhile, national security police laid a holding charge against a 68-year-old man arrested on Tuesday with one count of "knowingly publishing publications that had a seditious intention". He is accused of inciting others not to vote or to cast blank ballots in the December 7 polls.
