Electoral Affairs Commission chairman David Lok said on Monday that arrangements for the Legislative Council election had been smooth and efficient on the whole and that the body was satisfied with its overall efficiency.
Ballot counting was completed shortly before 6am.
Results for Election Committee constituency races were unveiled first at around 1am, while the announcement for the accountancy functional constituency sector came last.
Speaking upon completion of the count, Lok noted that a number of designated polling stations, such as those for civil servants, were set up this year in a first.
"Not all the new measures that we have implemented this time worked according to our plans," he said.
"Some of them are working better – we have more registrations for some designated polling stations. But for other designated stations, we may not have that many registrations.
"We will certainly review the whole arrangement and include all our recommendations in the report to the chief executive."
Lok also appeared emotional in noting that more than 1.3 million people had cast votes, which represents a turnout of 31.9 percent in geographical constituencies amid a sombre atmosphere due to the deadly Tai Po fire, which he believed had raised expectations for the incoming batch of lawmakers.
