The Liberal Party on Thursday put forward more than 130 suggestions spanning 13 topics for Hong Kong's first five-year plan, as well as the Chief Executive's upcoming Policy Address.

One of the suggestion was the introduction of a new dedicated capital investment entrant scheme for the Northern Metropolis, which adds specific requirements to the minimum investment condition of HK$30 million under the current scheme.

"For the original scheme, it requires applicants to invest HK$10 million on housing at most, and the remaining can be spent in financial services," said the party's chairman Peter Shiu.

"But for our new suggestions, we would require half of the remaining HK$20 million to be invested on actual businesses located in the Northern Metropolis," he added.

Shiu said this could help create more job opportunities in Hong Kong, and speed up development in the Northern Metropolis.

He also said the government should seek to expand the List of Cross-border E-commerce Retail Imported Commodities, to allow more of the SAR's products to enter mainland markets.

And the party urged the administration to give out electronic consumption vouchers to boost local spending as next year marks the 30th anniversary of the SAR's return to the motherland.

Other suggestions include rolling out progressive tax reductions to promote fertility, supporting AI technology development, and decreasing liquor tax on baijiu.
