Chief Executive John Lee on Saturday encouraged people to read both the city’s first five-year plan and the annual policy address after he delivers them.

His remarks came after he announced that he would deliver both the blueprint and the policy address on September 16.

“This [joint delivery] arrangement enables the public to gain a clearer understanding of the close relationship between the two documents,” Lee said at an event hosted by the Hong Kong Island Federation.

“I encourage people to read both documents together at that time, and learn about how the government comes up with policies this year according to the direction and strategies set out in the blueprint, develop the economy and improve people’s livelihoods.”

Lee said the five-year blueprint would consolidate and enhance the SAR’s strengths while exploring new opportunities to benefit the business sector.

It would also create more job opportunities and facilitate youth development while addressing livelihoods issues, he added.

The director of Beijing’s liaison office in Hong Kong, Zhou Ji, said the foundation of Hong Kong’s prosperity and stability lies in district-level work.

Speaking at the same event, he urged community organisations to support the initiatives of the SAR government.

“We hope that people can further strengthen their role as stakeholders, actively promote the SAR government’s policies, support the government’s implementation of the blueprint and unite residents in the districts, pooling wisdom and contributing to the development of Hong Kong,” Zhou said.
