Chief Executive John Lee said the city's first five-year plan would set out Hong Kong’s overall direction and long-term vision, adding that authorities would push reforms, create opportunities and ensure that everyone shares in the economic benefits.

Lee will deliver both the five-year plan and the annual Policy Address on Wednesday.

Speaking to reporters ahead of his weekly Executive Council meeting on Tuesday, Lee said the five-year plan would have a blue cover to symbolise openness, progress and stability, while the Policy Address would retain its green cover to represent continuity, vitality and hope.

"The five-year plan is not a planned economy. It is a plan which tells us where the strategic directions are, where we are heading, and which are the priority areas," he said.

"It is a blueprint for us to implement in five years' time, so when we each year grow our policies, then we also have to ascertain priorities so that at the end of five years, we will reach certain goals."

A special booklet featuring highlights of both documents would also be released, Lee added, to help the public better understand their contents.

Its cover shows Victoria Harbour in the morning light and blends the colours of the two document covers.

After presenting the two documents, he will also take part in a press conference, a television forum, radio shows and an interactive question-and-answer session at the Legislative Council to explain their contents in detail.
