Fewer than 20 percent of district councillors will be chosen by the public in future, with the rest appointed or picked by various committees, under a plan unveiled by the government. The Hospital Authority (HA) has announced it will launch a new medication delivery service at its specialist out-patient clinics, providing patients with an additional way to receive their drugs. After consultations, patients will be able to make appointments for medication delivery via the HA’s mobile app. There will be a flat delivery fee of $65, regardless of the number, weight, or size of medications, or where the patient lives. The service will initially be rolled out at Queen Mary and Tseung Kwan O hospital specialist clinics from May 15. The HA’s Chief Pharmacist, Dr Benjamin Lee, told Elvis Yu that he expected 2,000 patients a day would use the initial service:

A patients' rights group says the Hospital Authority's medication delivery service can reduce waiting times in hospital pharmacies, which can sometimes last for up to an hour. But Alex Lam, chairman of Hong Kong Patients' Voices, says he hopes the authority can consider reducing or waiving the $65 delivery charge for low-income families or elderly patients. He also told Samantha Butler that in future, he hoped the hospitals could offer remote consultations and a delivery service for chronic patients with repeat prescriptions:
