Lawmakers-elect have called for more government efforts to combat bid-rigging in building renovation works as an independent committee looking into the deadly Tai Po fire is expected to examine potential systemic issues in the business.
Aaron Bok, who's been elected to represent the engineering sector, said on Sunday that authorities should put the "Smart Tender" service to better use.
The service, launched by the Urban Renewal Authority, offers assistance and an electronic tendering platform to owners' corporations in finding authorised consultants and qualified contractors to carry out maintenance works.
"Going forward, we should consider whether buildings undergoing large-scale renovation works must use the ‘Smart Tender' service once the cost reaches a certain amount," Bok said after appearing on a radio programme.
"There should also be a third-party assistance in seeking professional consultants to provide services."
Another legislator-elect, Christine Fong, stressed the need to set up an authority to oversee building maintenance efforts, which could cost up to hundreds of millions of dollars.
The administration should hire third-party advisers to assist homeowners to monitor the entire renovation process, Fong added.
A three-person independent committee, chaired by judge and Electoral Affairs Commission head David Lok, is expected to examine whether there are systemic problems such as undue connected interests, conflicts of roles or collusion in large-scale building maintenance and renovation.
The panel will also look into the cause and circumstance surrounding the devastating blaze at Wang Fuk Court, during which it can ask for investigative powers usually conferred to a commission of inquiry if needed.
"Right now, we have all the legal rationale to establish the independent committee to investigate or probe into the entire matter," said DAB lawmaker Holden Chow.
"For the time being, we will leave it to the independent committee to start off with their investigations. And I'm sure that the entire society has high expectations on this independent committee."
